"الأخبار" بروكسل - اطلق مجلس الاتحاد الاوروبي يوم الاثنين بعثة سياسة الامن والدفاع المشتركة لمساعدة السلطات العراقية في تنفيذ الجوانب المدنية من استراتيجية الامن الوطني العراقي. كما اتصلت الممثلة العليا للشؤون الخارجية فيديركا موكريني برئيس الوزراء العراقي حيدر العبادي لمناقشة الوضع السياسي والدعم الاوروبي لوحدة العراق والاستقرار على المدى الطويل والالتزام بأحكام الدستور

اجرت فيديركا موغيريني ، الممثلة العليا للشؤون الخارجية والسياسة الامنية في الاتحاد الاوربي / نائبة رئيس المفوضية الاوربية ، اتصالاً هاتفياً مع رئيس وزراء العراق حيدر العبادي يوم الاثنين.

حيث جرت مناقشة الوضع اثر صدور تقاريرٍ ذكرت حدوث اشتباكاتٍ في الجنوب الغربي من كركوك وذلك في اعقاب الاستفتاء الذي جرى في اقليم كردستان العراق.

واعربت فيديريكا موغيريني عن قلقها بشأن تقاريرٍ حول العمليات العسكرية للقوات الفيدرالية و حصول اشتباكات. واكدت على اهمية تجنب استعمال القوة واللجوء للحوار من اجل حفظِ وحدة العراق والاستقرار طويل الامد  والتمسك باحكام الدستور العراقي في ذات الوقت. وتأمل موغيريني ان يجلس كل الاطراف على مائدة واحدة وان ينخرطوا في الحوار.

كذلك ابلغت موغيريني رئيس الوزراء العبادي ان مجلس الشؤون الخارجية في الاتحاد الاوربي قد اطلق اليوم بعثة (سياسة الدفاع والامن المشتركة) وهي بعثة مدنية جديدة في العراق ستعمل على التركيز في مساعدة السلطات العراقية في تنفيذ الجوانب المدنية من استراتيجية الامن الوطني العراقية.

اطلق مجلس الشؤون الخارجية في الاتحاد الاوربي يوم الاثنين بعثة (سياسة الدفاع والامن المشتركة) وهي بعثة مدنية جديدة ستعمل في العراق وتركز على مساعدة السلطات العراقية في تنفيذ الجوانب المدنية من استراتيجية  الامن الوطني العراقي.

وعين مجلس الشؤون الخارجية الدكتور ماركوس ريتر من المانيا رئيساً لهذه البعثة اذ سيقوم بقيادة فريق يتكون  من 35 خبيراً من الاتحاد الاوربي، وسيعمل الفريق على تقديم المشورة والعون في مجالات العمل ذات الاولوية استجابةً لاحتياجات السلطات ذات الصلة. ومن المتوقع ان تصل البعثة الى بغداد نهاية العام الحالي. وقد خصص المجلس موازنة للبعثة بمبلغ 14 مليون يورو لسنة واحدة.

ان الهدف من وراء استراتيجية الامن الوطني العراقي هو بناء مؤسسات حكومية قادرة على تعزيز الامن والسلام والحيلولة دون وقوع الصراعات مع التمسك بحكم القانون ومعايير حقوق الانسان في ذات الوقت. وتتضمن هذه الاستراتيجية التعامل مع عدد من التهديدات الملحة التي تمس الامن الوطني كالارهاب والفساد وعدم الاستقرار السياسي والاستقطاب الطائفي والعرقي وهي قضايا ستعمل بعثة (سياسية الدفاع والامن المشتركة) على تشخيصها.

ستعمل البعثة الجديدة بالتنسيق مع بعثة الاتحاد الاوربي في العراق ومع الشركاء الدوليين الموجودين في العراق كبرنامج الامم المتحدة للتنمية ومنظمة الناتو والتحالف الدولي ضد داعش.

ان اطلاق بعثة (سياسة الدفاع والامن المشتركة) المدنية تم بموافقة الاتحاد الاوربي استجابةً لطلب السلطات العراقية تقديم الدعم في مجال اصلاح القطاع الامني المدني وتماشياً مع نتائج المجلس الذي عقد حول الشأن العراقي في 19 حزيران وتبنى الاتحاد الاوربي ادارة الازمات منهجاً لهذه البعثة في 17 تموز 2017.

 

The Council of EU launched on Monday a civilian Common Security and Defence Policy (CSDP) mission to assist the Iraqi authorities in the implementation of the civilian aspects of the Iraqi national security strategy.

After the Council, the High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President, Federica Mogherini, held a phone call with the Iraqi Prime Minister Haider al-Abadi, to discuss current political situation and EU support for Iraq's unity and long-term stability while upholding the provisions of the Iraqi Constitution.

Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President of the European Commission, held a phone call today with the Prime Minister of Iraq al-Abadi.

Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President of the European Commission, held a phone call today with the Iraqi Prime Minister Haider al-Abadi.

They discussed the situation following reports of clashes south west of Kirkuk and in the aftermath of the referendum held in the Iraq Kurdistan Region.

Federica Mogherini expressed concern about the reports of military operations by federal forces and the reported clashes.  She stressed the importance to avoid the use of force and to seek dialogue in order to preserve Iraq's unity and long-term stability while upholding the provisions of the Iraqi Constitution. She expects all sides to sit down together and to engage in dialogue.

She also informed Prime Minister Abadi that the Foreign Affairs Council today launched a new civilian Common Security and Defence Policy (CSDP) mission in Iraq. The mission will focus on assisting the Iraqi authorities in the implementation of the civilian aspects of the Iraqi national security strategy.

Iraq: Council launches a civilian CSDP mission to support security sector reform

The Council today launched a new civilian Common Security and Defence Policy (CSDP) mission in Iraq. The mission will focus on assisting the Iraqi authorities in the implementation of the civilian aspects of the Iraqi national security strategy.

The Council appointed Markus Ritter from Germany as Head of mission. He will lead a team of up to 35 EU experts. They will provide advice and assistance in priority work areas responding to the needs of the relevant authorities. The mission is expected to be deployed to Baghdad by the end of the year. The Council allocated a budget of €14 million to the mission for one year.

The aim of the Iraqi national security strategy is to build state institutions capable of consolidating security, peace and preventing conflicts, whilst adhering to the rule of law and human rights standards. It outlines a number of urgent threats to national security, including terrorism, corruption, political instability and ethnic and sectarian polarisation, which the CSDP mission will help to address.

The mission will work in close coordination with the EU delegation to Iraq as well as international partners also present, including the UN Development Programme (UNDP), NATO and the global coalition against Daesh.

In response to a request from the Iraqi authorities for support in the area of civilian security sector reform, and in line with the Council conclusions on Iraq of 19 June, the EU agreed to launch a civilian CSDP mission in Baghdad and adopted the crisis management concept for the mission on 17 July 2017.
